Since the adoption of Ealy Childhood Development (ECD) as a focus area of the Nelson Mandela Foundation, the intersection of ECD, land and the local government space has been evident. Arising from a series of engagements that emanated from inter-departmental engagements which included SALGA, the Department of Social Development (DSD), Department of Basic Education (DBE), Department of Health (DOH) as well as the Department of Cooperative Governance and Traditional Affairs (COGTA), a series of five papers have been developed. These are aimed at stimulating discussion and awareness about local government matters that affect the delivery of Early Childhood Development (ECD) services. The Foundation is grateful to the Project Preparation Trust (PPT), who drew on their wealth of experience in these areas to compile these papers on behalf of the Foundation.  

The discussion papers cover the following topics:
